Permit Denials for Property Owners with $25,000 or More Owed to the City of New York


As of March 1, 2021, as required by Local Law 160 of 2017, the Department will deny New Building and Alteration-1 permits in DOB NOW if $25,000 or more is owed to City.


Amount owed may include any of the following that are not currently in the appeals process:

  • Unpaid fines, civil penalties, or judgments entered by a court or OATH.
  • Unpaid and past due fees or other charges assessed by DOB.


The PW1 form will ask the following questions:

  • Are $25,000 or more in covered arrears, that are not currently in the appeals process, owed to the City with respect to the property for which the permit is being sought?
  • Do the owners of the property owe, in aggregate, $25,000 or more in covered arrears to the City?

Denial of Permits for Multiple Dwellings with Excessive Open Violations

Beginning March 4, 2021, DOB will deny applications for initial work permits for multiple dwellings with excessive violations.

  • Buildings with 35 or more dwelling units: two (2) or more violations for every unit;
  • Buildings with fewer than 35 dwelling units: three (3) or more violations for every unit.
  • The permit restriction will apply if the violations were issued on or after January 4, 2020 – the effective date of Local Law 104 of 2019.

Beginning March 1, 2021 construction and demolition workers must have a Site Safety Training (SST) Card issued by a DOB-approved course provider!

To be eligible to work on a project that requires a Construction Superintendent, Site Safety Manager or Site Safety Coordinator, you must have the following:
1. Either 40 or 62 hours of SST training by 3/1.
2. Proof* of the SST training by 3/1.
3. New entrants to the workforce can take a 10-Hour OSHA course and receive a temporary SST card. This temporary card is valid for six months, and the additional 30 hours of training must be completed to obtain a full SST card.

*Proof of training is an actual SST card, copy of an SST card, printout of the front of the card, or digital card connected to an interactive and secure application.

(If the actual card is not with the worker, DOB will allow a 60 day window to obtain the actual card but proof of training must be presented upon request).

New York State (NYS) Law signed on February 16, 2021 requires construction worker fatalities to be reported to the NYS Department of Labor (DOL).

  1. This new law takes effect in one year on February 16, 2022.
  2. All medical examiners/coroners will be required to report construction worker fatalities within 72 hours to the DOL.
  3. NYS DOL will then request demographics from the employing contractor to determine ethnicity, immigration status, trade and any union affiliation.
  4. Contractors have 90 days to respond to the DOL or face penalties ranging from $1000.00 to $2500.00 fines. 
  5. DOL will collect data in an effort to reduce fatalities on construction sites.

DOB LAUNCHES FAÇADE & SCAFFOLD SAFETY BLITZ!

The New York City Department of Buildings (DOB) has announced a 7-week façade and scaffold safety blitz campaign. The blitz includes inspections that will focus on 1,100 façade projects throughout the City.


As per DOB, this outreach will include:
 Distributing façade work safety information.
 Direct mailings of safety information to contractors performing façade work.
 Mailings to Qualified Exterior Wall Inspectors (QEWIs).
 Information regarding department-approved course providers who pro-vide worker safety training.


The breakdown of the 1,100 inspections will include:
 A sweep of 300 buildings over 15-stories.
 A sweep of 500 buildings between 7 and 14 stories.
 A sweep of 300 buildings 6 stories and under.


City Safety urges you to talk to your team, and have a safety professional check your sites. This blitz will lead to an influx of violations!
