NCCCO Certification Revision to New York City Hoisting Machine Operator License

Recent rule changes have revised the NCCCO certifications required for each class of New York City Hoisting Machine Operator (HMO) license. Beginning November 7, 2024, New York City licensed HMOs will need to hold a relevant NCCCO certification to operate an articulating boom crane or rotating telehandler

As of November 7, 2024, HMO A, B, C1, C2, or C3 licensees* who wish to operate an articulating boom crane will need to hold a relevant NCCCO ABC, ABW, or ABL certification.** HMO A, B, C1, and C2 license holders* who wish to operate a rotating telehandler will need to hold the relevant NCCCO THR (rotating telehandler) certification. 

ABC, ABW, ABL, and THR certifications are optional and are not required to obtain or renew an HMO A, B, C1, C2, or C3 license. 

Applies to Deliveries 

The new certification requirements apply to use of an articulating boom crane, mini crane, or rotating telehandler to deliver materials to a construction site or move materials around a construction site. This includes the lifting of material with a fork, cradle, jib, or similar device.

* Licensees are reminded they may only operate equipment within the scope of their license. For example, an HMO C1 or C2 licensee cannot operate an articulating boom crane or a rotating telehandler with a boom, including jibs and other extensions to the boom, in excess of 200ft in length, or with a manufacturer’s rated capacity in excess of 50 tons. An HMO C3 licensee can only operate an articulating boom crane to install, maintain, or remove a sign. The crane cannot have a boom, including jibs and other extensions to the boom, in excess of 135ft in length, or with a manufacturer’s rated capacity in excess of 3 tons. 

** Operation of an articulating boom crane will be limited based on the type of certification held. For example, the ABL certification will only authorize the operation of an Articulating Boom Loader. The ABW certification will authorize the operation of any articulating boom crane configuration, including when equipped with a winch. 

*** HMO C3 licensees will not be authorized to operate a rotating telehandler. HMO C3 licensees may apply for a separate limited HMO license if they are so qualified.
